Open Educational Resources (OER) are teaching, learning and research materials in any medium – digital or otherwise – that reside in the public domain or have been released under an open license that permits no-cost access, use, adaptation and redistribution by others with no or limited restrictions. This video outlines the transformative and innovative power of OER in building inclusive knowledge societies and achieving the UN Sustainable Development Agenda. For more information, see UNESCO's mandate in OER published in 2019 which elaborates on the creation, use and adaptation of high quality OER and thereby contributes to building inclusive knowledge societies. 

Additionally, UNESCO leverages OER to support activities related to strengthen universal access to information. Actions include the UNESCO ICT Competency Framework for Teachers Harnessing OER Project and the Guidelines on the Inclusion of Learners with Disabilities in Open and Distance Learning.
