Rafi is the Divisional Head for the Research, Resources & Technology Division (RRT) of the Office of Information, Knowledge and Library Services (OIKLS). He oversees four teams: a) Digital Technology & Analytics, b) Institutional Repositories, c) Open Science & Research Services, and d) Resources, Discovery & Access.
Rafi joined Nanyang Technological University in 2019. Prior to joining NTU, he was with Singapore Polytechnic (SP) for 21 years. During his period in SP, he spearheaded various key projects to transform the Library to an experiential learning hub and improve processes & customer-centric services.
He has diversified background in digital technology, library management, strategic planning, resource optimisation and coach & influence staff in embracing changes and develop their capabilities. His experience include leading the library and managing various functional units: library technology, reference & information services, resource discovery, access/circulation services, institutional archives, makerspace, learning spaces & facilities and record management.
He is a professional member of the Library Association of Singapore (LAS) and held various appointments:

- Bachelor of Engineering (Electrical & Electronics), Annamalai University, India, 1994
Rafi is skilled in variety of ICT technologies, Information Security, Digital Library Applications, EduTech tools and Open Source platforms. He is currently exploring emerging technologies such as IoT, RPA, ChatBot, and Data Analytics to enhance user experience and process improvements.
